WPEC stands for "Weekly Picture Editing Contest". 

People all over the world scan and tinker with images on their computers. 

Each week a new image is offered and members manipulate the image

using the graphics programs of their choice.

No scripts or music allowed, just filters and plug-ins.

The submissions are then voted upon and a winner announced each week.

This is the purest form of image editing.
